“A return by the Trump administration to “maximum pressure” on Iran is likely to be less welcome today among US friends in the Persian Gulf region than it was during Trump’s first term. Now, fears of an Iranian response—including attacks on shipping and other targets linked to energy pricing—are driving a Gulf-Iran rapprochement that is viewed as an important stabilizing factor. The Trump administration must weigh the costs of intensified conflict with Iran against the potential gains of doing so, and the opportunity costs of attention diverted from other U.S. national interests.”
